Not just the United States, but the world is vulnerable to Electromagnetic Pulses (EMPs) either from a gigantic solar flare or from a malign attack by an enemy … exploding an atomic weapon in space above a country. EMPs have been a threat since 1950. And what do you for preparedness? Put a Faraday cage around your bomb shelter?
I would think hardening the electric grid would be a good first step?
That would be infrastructure improvements. But to what end if all our electronic devices are fried?
As a dialysis patient, I'd like a clinic with a hardened generator and hardened dialysis machines. I'd do that first.
