How sad. Mr. Frank was ordered to wear the collar as an outward sign of submission to his 'dominant'. That means that Mr. Frank has ENSLAVED himself to whomever in a Dom/sub relationship.
There is at least one other pic of Mr. Frank with another (assuming gay) man wearing a collar also, but the third person in the pic is not. It's possible that third person is the Dom.
This is a form of Satanic perversion that is enjoyed by MANY homosexuals.
