On a recent Zoom call a friend made a very interesting point — Democrats are celebrating Biden’s fiery SOTU speech as proof that he is not in a cognitive decline … and is suitable as their presidential nominee. The rub is that this directly contradicts Special Counsel Hur’s assessment that he is a feeble old man with a poor memory who no jury would ever convict of his misuse of secret documents.
Which is which?

Your choice is between a widely-available video all can review, and an "assessment" by someone with no video we can evaluate. I'll go with Biden's state in the SOTU address.
