In order to insure that worship goers don’t pray for bad things, both New York and California have recently enacted “sensible prayer” laws that mandate the minimal age for praying as 21, no one can beseech God without a background check, a list of acceptable prayer subjects has been issued … passing a required test on the Bible or Koran … and anyone caught praying in public will lose this privilege for a minimum of 6 months.

The analogy falls flat. Such laws would require a Constitutional amendment to repeal the first one. BTW, the well-ordered militia (The armed forces) do not allow Soldiers to have access to weapons in their barracks, except in actual combat zones.
