NATO Spending

President Trump had complained about the fact that the United States was carrying a disproportionate share of 2017 NATO defense spending. (The previously mutually agreed-upon objective was 2% of GDP.) Since then and because of Trump’s carping, these NATO countries have upped their military spending by $130 billion. Wow! I am perplexed why this was not an issue before 2017?
