According to a spokesman from the Center for Immigration Studies (CIS.org), this really happened:
When a certain class of immigrants come to this country (I think under chain migration), someone has to sign a guarantee that, if said immigrant goes on the public dole, this guarantor is libel for these funds.
In New York City, during the latter days of Mayor Michael Bloomberg's administration, this provision was acted upon and letters were sent out to those guarantors so affected with the amounts owed. To their eternal surprise, a good number of these letter recipients actually sent in the moneys due.
After Bill deBlasio was elected mayor .... drum roll please ... he ordered all these moneys sent back ...
